Panukalang DDR, isinumite ng Palasyo sa Kongreso

Nagsumite na ang Palasyo ng Malakanyang sa Kongreso ng isang panukalang batas na magtatatag ng Department of Disaster Resilience na tututok sa mga kalamidad na tatama sa bansa.

Ayon kay Presidential spokesman Harry Roque, mismong ang tanggapan ni Presidential Legislative Liason Office chief Adelino Sitoy ang nagsumite ng panukala sa tanggapan nina Senate president Vicente “Tito” Sotto at Speaker Gloria Macapagal-Arroyo.

Sa ilalim ng panukala, magiging isang bagong departamento ang DDR at bubuwagin na ang National Disaster Risk Reduction and Management Council (NDRRMC) na ngayon ay nasa ilalim lamang ng Office of the Civil Defense (OCD).

Ayon kay Roque, ayaw na ni Pangulong Rodrigo Duterte na maulit ang insidente sa Bagyong Yolanda na tumama sa Leyte noong 2013 kung saan nagkasisihan lamang ang iba’t ibang sangay ng pamahalaan sa pagtugon sa mga pangangailangan ng mga apektadong residente.

Ayaw din aniya ng pangulo na maraming point person gaya ng sitwasyon ng NDRRMC kung saan katuwang ang DSWD, DOH at iba pa.

Sa DDR aniya, iisang tao lamang ang mangangasiwa sa chain of command at susunod sa disaster resilience framework na disaster risk reduction, disaster preparedness and response at, recovery and building.

Nilinaw naman ni Roque na bagama’t iisang tao na lamang ang magiging point person, mananatiling inter-agency pa rin ito.
