DENR Usec, kakasuhan ng Ombudsman kaugnay sa isyu ng basura ng Canada

Kakasuhan ng Office of the Ombudsman ang isang opisyal ng Department of Environment and Natural Resources o DENR kaugnay ng mga basura ng Canada na itinapon sa Pilipinas.

Ayon sa Ombudsman, mayroong probable cause upang kasuhan si Environment Usec. Juan Miguel Cuna dahil paglabag sa Section 3(e) ng Anti-Graft and Corrupt Practices Act.

Inatasan din ng Ombudsman ang DENR secretary na ipatupad ang tatlong buwan suspensyon na walang sweldo laban kay Cuna.

Sa imbestigasyon ng Ombudsman, noong 2013 ay nag-export ang Canadian-based company na Chronic Incorporated ng ilang container van na idineklarang plastic scrap materials.

Nabatid na walang permit ang shipment nang dumating sa bansa noong July at August 2013.

Inabandona ang shipment at kinalauna’y nadiskubre na ang laman ng mga container vans ay mga basura.

Sinabi ng Ombudsman na batay sa DENR Environmental Management Bureau o EMB, ang mga basura ay hindi maaaring i-recycle at iligal dahil sa kawalan ng importation clearance.

Natuklasan ng mga imbestigador na si Cuna, na noon ay DENR-EMB director, ang nagbigay ng Registry Certificate for the Importation of Recyclable Materials Containing Hazardous Substances noong June 19, 2013 kahit na walang detalye ang Importer’s Registry Sheet.

Binigyan umano ni Cuna ng anim na Importation Clearances ang Chronic Plastics sa kabila ng Notice of Violation laban dito.
