‘Bangsamoro Basic Law maisasabatas kasabay ng SONA ni Duterte’

Inaasahan na maisasabatas umano ang Bangsamoro Basic Law (BBL) sa araw mismo ng ikatlong State of the Nation Address (SONA) ni Pangulong Rodrigo Duterte sa darating na Hulyo 23.

Pahayag ito ni House Majority Leader Rodolfo Fariñas matapos na makipagpulong silang mga lider ng dalawang kapulungan ng Kongreso kagabi sa Malacañang kasama si Pangulong Duterte para pagusapan ang mga contentious issues sa BBL proposal.

Sa kanyang message sa mga reporters sa Kamara, sinabi ni Fariñas na wala naman daw iginiit o itinakda si Pangulong Duterte kaugnay sa nasabing panukala.

Gayunman, inaprubahan naman daw ng punong ehekutibo ang kanilang hiling na sertipikahang urgent ang panukalang BBL.

Nakatakda namang magpulong ang Bicameral Conference Committee sa congressional break upang maresolba ang conflicting provisions sa pagitan ng mga bersyon ng dalawang kapulungan ng Kongreso katuwang ang executive department at Bangsamoro Transition Commission (BTC).

“The President did not impose anything on Congress, but granted our request to certify the BBL bill as urgent in order for the HOR and the Senate to pass their respective BBL bills on 2nd and 3rd Readings before we adjourn on Wednesday. We will then have a Bicameral (BiCam) Conference Committee during the break, that will resolve conflicting provisions of our bills in collaboration with the Executive Department and the Bangsamoro Transition Commission (BTC). The BiCam Conference Committee Report shall be submitted for ratification by the HOR and the Senate in their Plenary sessions in the morning of Monday, July 23, 2018, with the President signing it into law in time for his State of the Nation Address at 4pm of that same day,” ani Fariñas.

“Congress will resolve them in its BiCam Conference Committee in collaboration with the Executive Department and the BTC. If we won’t resolve them, we won’t have a bill for the President to consider,” dagdag pa ng mambabatas.
